Connects cost money. Most clients post jobs that either only describe the requirements of the applicant or some vague phrases.
It's not ideal to have to apply (thus spend connects) to get to know the project a little better.
Personally, I just ignore such posts, but that's not ideal for Upwork either. You might be missing out on projects. As will I and many others.
I think just like applicants have to answer some questions, the clients must also include some details about the project. Especially the problem/goal/underlying technology etc.
I don't know if this is a new topic, because it couldn't have been.

Some clients don't know what to ask for. Just bid and ask them. That's your jerrrb.

I get it, but then actually if you ask a question within your bid to find out more details it stands out because having posted a job on Upwork myself once, 95% of the bidders just copied and pasted a standard response. Though, it can be frustrating when the details are too vague...
