I completed a contract for a client and received payment. Why is it still listed "in progress" after a month?

Yes.
Either you or the client can end the contract, but it's preferable the client do that, because then he will have to leave feedback.
So ask the client now - once! - to end the contract. If he doesn't respond, which probably will happen, end it yourself. But don't do that often because no feedback contracts are not great for your future rating, if you have too many.
Edit: If you feel you absolutely NEED to respond to client feedback, don't gripe about how low the pay was, there is another solution. Don't accept the job if you don't like the pay.

Every fixed price job has one or more milestones. Completing the last (or only) milestone does not close the job. The job remains open until someone closes it, as more milestones could be added.
