I already read the UpWork guidelines for how to become Top Rated. I believe I fulfilled those terms

May I know what is else needed to be awarded? Thanks

No, you are missing the 13 out of 16 eligible weeks... you only have 9 so far.

Check the number of eligible weeks in the screenshot you shared and note the message on the right side about the 13-week requirement for becoming Top Rated. Maintain your score in order to increase the eligible week count, make sure you're meeting these Top Rated requirements and you'll receive the status soon.
