I submitted two proposals, but just as I clicked 'submit proposal,' I found myself outside of the top four bidding positions. However, I still haven't received my boosted connects back.

For the Freelancer Basic Plan, Connects cost $0.15 (USD) each and are sold in bundles of 10, 20, 40, 60, or 80. Please note that the maximum balance of Connects you can have at any time is 200 and you can roll over 200 Connects per billing cycle.
You can also upgrade your plan to Freelancer plus where you’ll get 80 Connects per month (70 included with your plan purchase, and 10 FREE from Upwork!) for $14.99 USD a month.

Re: Upwork currently requires new freelancers to do one of two things before being able to submit a proposal for a job: subscribe to our Freelancer Plus membership plan for $19.99 USD a month, or purchase 100 Connects for $15 USD. After you fulfill this requirement you will also receive 50 free Connects to further help you get started on Upwork.
I just paid $15 USD via paypal just now ... but it is still showing that I have zero connects.

Hi Rashid,
You do not get your Connects back if the proposals are viewed. We return Connects only when the job is canceled by the client without hiring or removed by Upwork for a TOS violation. This is not applicable to expired job posts.

The Clients search Profiles and invite and finally propose Hourly contracts.
Question:
Do we pay any cost or spend Connects for this?
I've concerned about the Hourly Contract in this situation. Do we pay anything first time for we have Hourly contract like this?

I want to clarify that there is no cost to accept an offer from a Direct Message, and Connects are not needed when a client invites you to submit a proposal or sends you an offer. Feel free to visit this helpful article to learn more.

Thanks for following up and for sharing a screenshot. I checked, and these projects are still active and the client might still be deciding on the next steps for his project. When you use your Connects, you’re using them to promote your services to prospective clients. This means that if clients are still reviewing the job, then you still have the chance to win it. As Ronna has shared, Connects may be returned under the following circumstances:

I noticed that your "Availability Badge" is turned on. Here is a screenshot for your reference. Please know that the Connects are charged when you keep the Availability Badge on. This will be deducted from your Connects on a daily basis. For all the details on the Availability Badge, please see here.
