You receive ten free Connects every month at the beginning of your billing cycle and bonuses for some interviews you win. I've noticed that for a long time, my proposals are being viewed, but the connects aren't being returned. Yesterday, I applied for a project using 18 connects, I purchased connects for $3; they weren't free connects. The client viewed it and even responded to me, but I still haven't received the connects back. Why is that?

If the client interacts with the proposal or you, no connects will be returned. The client can talk to you and interview you, but they don't have to hire you. For whatever reason, the client decided not to hire you. This is freelancing. You will apply for more projects than you will receive. No matter where or how you freelance, there will be costs. If you don't have some money to invest, you will find it very difficult to freelance.
Connects are access to jobs, and part of the money you have to invest into your business. You had the opportunity, so the connects worked to give you access to the client.

Upwork basic plan freelancers get 10 free connects every month. But I haven't got any free connects of this month yet.

Always better to purchase connects through the earnings from Upwork.
There are always exchange differences there when withdraw the amount from Upwork. Also if you use credit / debit card for connects purchase same exchange difference will be there too. I meant the difference between the market rate and the Upwork's bank rates.

Thank you for your message. I checked your account and I see that your monthly billing cycle starts from the 10th of every month. That said, you should receive your free monthly Connects within 24-48 hours after the start of the new billing cycle every month. I can confirm that the monthly Connects were credited to your account for the months of March and April. Feel free to message us if you need further assistance.
