Yes.
If you submit a proposal to a job, and then it turns out that the "client" is violating Upwork's rules, what happens is this:
You click on the "Flag as inappropriate" link button on the job posting screen. (Or some OTHER freelancer does this.)
Upwork looks into it, and TAKES DOWN the job.
And you receive your connects back AUTOMATICALLY.
