re: "I have completed my work but client did not pay and not responding my questions."

Clients are not required to respond to a freelancer's questions.

When you clicked the "Submit Work / Request Payment" button, that starts a countdown clock. After 14 days, if the client does nothing, then you are AUTOMATICALLY paid. ALL of the money in escrow is released to you. Client absolutely is not equired to respond to questions or do anything for that to happen.

re: "I see suspended notification."

That's fine. It just means don't do any more work on the contract until the suspension is lifed.

re: "He did not active second milestone but all milestone completed."

If my client doesn't activate or fund the second milestone, that's fine.
Then I don't do the work for the second milestone.

I spend my time doing other things.

You should not have done the work for the second milestone. But since you did it, don't submit it until the milestone is funded. Which may be never.

Until then, the work belongs to you. Feel free to post it in your portfolio or do whatever you want with it.

Okay.

re: "Can you help me?"

Now that your questions have been answered, is there anything else you need help with?

''If my client doesn't activate or fund the second milestone, that's fine.

But when I presented the budget for this project to the client, he confirmed it in writing to me and I started the second milestone.
Doesn't it make sense to have a written confirmation budget as a message?
can a upwork support review this?

Confirming something in writing doesn't count.

re: "Doesn't it make sense to have a written confirmation budget as a message?"

Yes. It makes sense to do that.

re: "Can Upwork support review this?"

No.

Upwork officially states that they offer no protection for written promises or unfunded milestones.

Here is what Upwork wants to see:

- A client fully funds a milestone.

- Freelancer does the work and submits it.

- Client releases escrow payment for that task.

Will there be any  prevention to the client?
if the client continues to offer project with this way or method?

re: "Will there be any prevention to the client? if the client continues to offer project with this way or method?"

Yes.

If freelancers will use Upwork properly, and not work on unfunded milestones, then the client will be unable to do this sort of thing.

Ultimately, most bad client behavior can be blamed on freelancers doing the wrong thing.
