Contract making

Hi I am a freelancer here in upwork a client accepted my proposal but he said he is new here at upwork he wants to hire me right away . So i said we cannot start the project without a contract then he said ok he will work on it bit the thing is its been days and still he is insisting that he cannot make a contract because something is wrong with upwork. Now my queation is that if its true? That there is a problem right now on making contracts?

Please do not work on any project until a client has sent you an offer, you have accepted it, it’s showing on your My Jobs page as an active contract, and the client’s payment method is verified.
