Contract paused w/ no work started

The client had a change of heart and paused the contract before I started work.  Apparently 'his client' thinks my rate is too high!  Will my JSS get dinged if I or the client close the contract with no work recorded?  Any advice?

I would suggest you say something nice and understanding to the client and then close the contract yourself.

Contracts that close with nothing earned no longer affect the JSS (unless there is poor feedback).
