It means there is an issue with the client's account. Most of the time it is caused by a problem concerning their payment method. Upwork will not tell you the reason for privacy reasons, the client needs to resolve it at their end.
I'm sorry if this has caused you any inconvenience. Please know that the team has reached out to your client through an email support ticket with more information about his account. Once the limitation to your client's account has been lifted, the limitation to the contract will also be lifted.
