Contracts offering less than minimum payment

Hello, just a question not related to my own work, but to improve overall experience on upwork.

I know that upwork's policy is to have at least $3 for hourly rate and it's great that they try to protect workers from greedy employers.
But, what happens when the offered contract is not hourly, and it is clear that the payment is waaaay below $3?
for example: in this opening

you can see that working hours are approx. 40 hours a month, with the payment of $50 (considering upwork fee, freelancer is getting $1 per hour).

Can I mark as inappropriate this kind of openings?

You simply overlook this kind of employment. They don't need consultants they need a robot with an insignificant cost!!
