Hello. 

I am waiting for my client to give me directions so I can complete the project. I have already done 80% of the job. This is our second contract, everything was good with the first one. but now he is not responding me for over a month. How can I have UpWork team contact him on my behalf?

Upwork is not there to contact your client. If your client is not interested in communicating, I don't think it is a good idea to chase them via Upwork.

Is the milestone fully funded? If yes, finish the job as far as you can, you say it is 80% done, and if the client stays unresponsive, submit for payment and then edit the amount to 80% or whatever percentage you completed. At least you'll get paid for whatever was done after 14 days, OR it will nudge the client into action.
