Could I use something else instead of state ID or Drivers Licenses to verify i`m a US Resident? Like a Social Security Card or Birth Certificate. I have a licenses but its expired and wont let me through but I have no problem using it at the bank or other places.

Acceptable documents include passport, national ID card (NIC/CNIC), driver's license, tax ID, voter ID, postal ID, or any other valid government-issued photo ID that meets the criteria mentioned on this help article. Let us know if you need further assistance. We'e here to help.

A Social Security card or birth certificate will not include your picture, of course.
Also -- I'm amazed that your bank is honoring your expired driver's license! My local bank (small branch, nice folks) wouldn't accept my driver's license when it was expired by a single week! As it happened, I had renewed the license online, and I had the paper receipt for the renewal with me, so all was well, and they accepted the expired license plus the official receipt indicating that the license was renewed.
Why not just renew your license? You know that if you drive on an expired license, you will be in trouble with the police and with your auto insurance company.
