Could old members be rising talen by giving readlinesstest ?

I have been a member of the site for a long time but I was not logging in. I am now active again. I filled my entire profile and solved the readliness test. Can't I benefit from rising talent because I am a former member? Could old members be rising talent? I want to be rising talent. I also got my account verified and I am an experienced freelancer.

Thank you for reaching out to us. I would like to clarify that you can still be eligible to earn the Rising Talent badge. To qualify for a Rising Talent badge, you must:

• Complete projects on time and as promised to clients
• Maintain a 100% complete profile with accurate skills and genuine work
• Keep your availability status up-to-date
• Regularly submit proposals to projects that match your skill set
• Adhere to the Upwork Terms of Service
• Have been active in the past 90 days or joined in the past 30 days

 Once the requirements are met, you'll be invited into the program automatically and receive the badge within 48 hours. You can find more information in this help article.

Yes, but you have to be consistently active for 3 months. I have the same issue. I have an Upwork Skill Certification and got into Talent Scout but I have no Rising Talent Badge because there have been weeks where I was busy and wasn't active on the platform.
