Country not listed / Account partially on hold

Hello there,

Upon adding my billing information, my account was put on hold, prompting me to verify my identity and upload a government issued ID document , but my country is not listed and I checked it's not on the banned list either.

The form says to reach out, please advise, this has never happened before. I am returning to Upwork, after a while maybe I missed some new country related rules or something ?
