Hi,
If someone from from Non EU or not in USA and he/she is less then 18 years old and wanted to create an account and used her/his parent Authentications (ID/ Passpordt/..) .
Say for example that person country accepts 16 years old to work, and she/he have the qualifations for it.
What will happen ?
Say for example he worked on Upwork and passed 2 years of work, then that persons wants to move the acccount to his ID.
Is it possible ?

No! Absolutely not under any circumstances.

re: "So can they create account in any way before 18 years old?"
Upwork's stated policy is that a person must be 18 years of age or older, as "age" is calculated according to United States tradition, in order to be a freelancer.
re: "Say for example that person country accepts 16 years old to work, and she/he have the qualifations for it."
Upwork's headquarters are in the United States.
In the United States, it is completely legal for people to work at the age of 16.
That doesn't mean that they can work as freelancers on Upwork.
Upwork's minimum age is based on Upwork's minimum age policy. It is not based on where a person lives or what the laws are in any particular country.
Upwork could arbitrarily set its minimum age to 19 if it wanted to. Or 22. Their platform. Their rules.
