Creating a sample portfolio

Hi Everyone, I am new to web design straight out of school and trying to get into the freelance business. I have some pieces from school I can use for my portfolio but not nearly enough and I need more. It has been suggested that I create samples of my work. But how does one create a sample website? Just pick a topic and create a website, then buy a domain and hosting for it? That seems excessive. Also not helpful for creating an e-commerce example site. Any suggestions would be most appreciated.
