Do you think creating a transfer wise account for a client that has spent over $100K on upwork is safe?

Providing instructions to a client about how he can create a TransferWise account is totally legitimate work.
You could even screen share on the client's computer and help him do this.
Using his own information, of course.
But only do this using an hourly contract.

What Preston said is accurate, but what you are describing now sounds shady to me. And if it any way involves crypto, very shady as buying or selling it for anyone here is not allowed.

Not involving any crypto purchases do you think it's legitimate? considering the client's been on upwork for years and has spent over 100k on the platform.

If you set up the account for them to use, does that mean that technically it would be yours, and if so, would that leave you open to any kind of liability or risk? But the fact that the client seems very legit is a good sign.
