Customer Intentionally given Negative Feedback

In my case

Customer got the desired documents from my end at the initial stage of project and given negative feedback and his amount also refunded, so in actual without paying he got his work and cheating the Upwork policies and freelancers as well.

So upwork need to take strict action and make policies for such cases
