Decline and refer a freelancer not working.

Hi, I got an invite for an interview for a job that is not in line with my expertise and so I tried to refer a freelancer that I know can do the work. The problem is, I keep getting an error notification whenever I hit send. I attached a snippet image of the notification error. Can someone help me with this, please? Thank you.
