I just checked your account and I can view the Top Rated badge on my end, are you not able to see it on your end?
To answer your question, unfortunately, when an account has a recent hold the Top Rated badge will be lost. One the freelancer becomes eligible again they will receive it on their profile. To learn more about the Top Rated program check out this Guide. Thank you.
