Dispute closed contract

Is it possible to open dispute on closed contract? Hi... Client rejected milestone payment with :

Basically this may sound fair but problem is that my client was responding once in 2 weeks and rejecting payment and asking for features which were NOT in technical description. Also client asked for reasonable ammount of free work which was also NOT covered in technical description. I just wanted to wrap it up and forget that so I wanted to close contract and open dispute.

Issues is that I do not know how to do it...

Is it possible on UpWork to open dispute on closed contracts which at moment had funds on Escrow?
