Do manual hours follow the Weekly Billing Cycle mentioned in this link?
Or there're more steps that should be taken on the client-side such as extra approvals?

Yes, they follow the same cycle and there is no extra step needed, but do bear in mind that there is no protection for manual time and if the client fails to pay or disputes, you will not get paid.

Many thanks for the help.
One more thing, as a client can I approve the hours before Monday and close out the contract? Is there such an option?, which saves time for both the client and the freelancer?

Clients can close the contract at any time, it has nothing to do with the payment cycle. There is no need (or possibility) for (almost all) clients to "approve" hours, they are automatically approved if they are not disputed.
