Do you charge for explanation time?

I am new in Upwork and not sure how this should work. I have a 5 hour contract and so far it has been @ one hour of explanation as to what the job is.  Does the hour of explanation count toward the 5 hours?  Thank you!

My time is my time.

I charge by the hour.

 

If I'm working on behalf of the client, whether typing source code or explaining something on the phone, or communicating via email, then I log time using the time-tracker.

Absolutely.

 

I put a notation in my profile that I charge my hourly fee for all time devoted to the client's project, including time spent talking on the phone with the client.
