Nope, you don't get any notification if you aren't chosen unless a client, out of the goodness of their heart sends you a message saying so. That is extremely rare though.
You can open up the job and see if the client hired anyone, but that is on your part to do that. It will say on the bottom if anyone is hired.
You DO get notification if a client wants to interview you or offer you a contract. But you shouldn't wait around for that. Just submit your proposal and move on.
