Does Odesk started any minimum hourly rate to apply policy for the freelancers?

Does Odesk started any minimum hourly rate to apply policy for the freelancers? I just noticed some jobs are not accepting applications bellow 3/hr. sometimes 4/hr! what's the issue? is it set by the client or odesk? may anybody response here. thanks guys!

I guess by the client. I have tried applying for 2 jobs. The first job I entered $1/hr on the hourly rate but it didn't allow and it said "Please enter an amount from $3.6 - $889". While the other job, I put in $1, it just accepted the rate. It varies on every job so I guess it is set by the client.

Hi everyone, We are constantly testing different levers to increase the efficiency of the oDesk marketplace to ensure clients are finding the freelancers they need and freelancers are getting the jobs that they are best suited for. We have several tests running to understand what impact a minimum wage would have on the marketplace. As this is a complex area, we expect to run these tests in the marketplace for a significant time period. However we are not currently implementing a universal minimum wage. Hope this helps!
