The bank charges Upwork, Upwork charges you.

Could anybody please confirm not on words and general logic, but based on User Agreement documentary, WHO is the receiver of Withdrawal Fee $30?
It is important to have documented rules in User Agreement about this Withdrawal Fee receiver for local taxes.
The sutiation is that taxes accounting for Tax Department is based on User Agreement document between freelancer and Upwork, not on words in forums discussions, and they require to give them document from my side (Upwork User Agreement) with clear answer in it who is this fee receiver.
But unfortunately, User Agreement does not have this answer. But local Tax Department required from me to have it...

We can confirm that withdrawal fee payments are made to Upwork as noted in the User Agreement, in the 4.1 ESCROW ACCOUNTS article: "Upwork Escrow provides escrow services to Users to deliver, hold, or receive payment for an Engagement, and to pay service, membership and payment processing and administration fees to Upwork"
