So I get an offer from a potential client and for some reason I don't want to take on that project, or they hire me on my freelancer profile and I want them to hire me on my agency profile, so I decline the offer and ask them to send me offer through my agency profile. Does such declining of offer negatively impact my Job Success Score?

Job Success Score by definition means you have the job and it's measuring what it believes is the "success" of that job. Your examples are all of things occurring prior to actually having the job.
