Does flagging inappropriate job posts actually do anything?

It's unfortunately really common in the graphic design category for clients to ask for free work in their job postings. They want "samples" of their required work in your proposal.

 

I've flagged countless job posts when I see this, nothing ever seems to happen when I revisit them later. They never get taken down, even days later, despite clearly asking for free work.

 

Why does the flagging feature exist if it isn't functional? Why have rules for the platform if they won't be enforced?
