"Doing a Job Before Contract (Completed) can Open Dispute?"

The Conversation is in Upwork Message, and he said "appreciate my help, I will make the contract by today"

but until now he not approve my proposal?

Is it my mistake as freelancer?

Yes, that was your mistake and no, there is nothing to dispute because you have no contract.
