Due dates (job offer, millerstones)

What does it mean: "$270.00 (funded) for Milestone 1  (due Aug 23, 2016)" ??

Does it mean that I should deliver work before 00:01 of Aug 23 ?
Or probably this mean that I should deliver work till 23:59 of Aug 23 ?

 

What time is used for calculations? UTC ? PST ?

 All Upwork times are UTC

 

As far as the deadline is concerned I would suggest you discuss this with the client rather than relying on an arbitrary number to avoid misunderstandings on either side.

Either you chose the date of the milestone, and the client accepted it... or the client chose the date of the milestone, and you accepted. As a result, there's only really two people that might know exactly when the milestone/work is expected. And the fact you're asking, kind of elimanates one of those options.
