Hi. I haven't been able to get my EIN identification yet. Could I still apply for jobs and update my tax inf as soon as I get the ID?

Please note that the W-9 form is required for freelancers to be able to withdraw their earnings from Upwork, not for applying for projects. You can also read this and this help article for more information.
