It means Upwork is having some issues.  Give it some time.

Do I need to take screenshots if such a problem occurs during hourly work with a client?

I cannot get the screenshot tool to come up personally but in the past it has said that it will cache the screenshots.

However, if you can't get it to run period you can maybe log time manually but that is up to your client and discretion.
