Employer still has freelancer's content & ideas (bid package) even if withdrawn

Greetings,
Just feedback regarding the Upwork platform.
I understand the 'customer' may continue to have access to the freelancer's bid materials, concept, and ideas even after a bid is withdrawn.
I would suggest removing this option when a bid is withdrawn as the bid ideas contain information owned by the freelancer; and could simply be collected by 'customers' without actually hiring anyone.

Hi Travis,

 

If you'd prefer to keep your concept private in case you're not hired for the job, you can share a general outline and approach to the client's project in your proposal and provide further details once a contract is created. Providing a detailed concept or a solution in a proposal equates to providing free work, which we advise against.

Yes. I draft no solutions into my proposal - only approach and follow up questions. But these do outline where the solution may exist.
