Enable to add payment method

When i am trying to add my verified paypal account but error shows "Charge failed" and on the other case when i am trying to add my debit card. 3 of debit cards are not adding.
Error Message "Your payment could not be processed. Please choose an alternate payment method or retry again later."

One card added but enable to proceed with that also. See attachment
