The correct thing to do with fixed-price contracts is always:
1) complete the work as described in the original agreement
2) use the "Submit Work / Request Payment" button to submit the work; if no work files are submitted, at least describe what you did
3) wait
Never end your fixed-price contract until AFTER you have received the money.
AFTER you have received the money, then there is no harm in trying to message the client to ask her to close the contract. If you don't hear back from the client, oh well. At least you received your money.

Hi Mina,
After 14 days the funds will be transferred to your account if no actions are taken on the milestone. Keep in mind that if you resubmit the work again you will reset the 14 days period. In case you close the contract our Fixed price protection will not be applied and your client will need to send you the funds as a bonus. Did you press the "submit work and request payment button?" If not do so NOW.
Then do absolutely nothing for 14 days.
If the client does not request changes, you get paid.
Of course the client "can" leave feedback. The person who ends the contract has to leave feedback and the other party "can" if they want to.
No, whether you or the client leave feedback has no effect on the JSS provided money has been paid under the contract (!!) AND you don't have an excessive percentage of such contracts.
And why are you in such a rush anyway?

It can indeed be difficult for a freelancer when he has completed all the work that was requested, submitted it, received payment... but there is still this fixed-price contract hanging out there, with no milestones...
Sometimes there isn't much you can do about it. Maybe the client picked up the files they needed and simply doesn't use Upwork any more. Maybe they aren't receiving any messages you send through the messaging system.
I don't like to pester clients. I don't think it is effective or welcome. So I don't try to send additional messages to client.
But one thing I do on a regular basis, is if the client contacts me and asks any questions or requests anything, then I use that as an opportunity to ask the client to close the contract.
For example, the fixed-price project may be completed and paid for, but the client may have one last question or request:
"Preston:
Thank you again for your work on this. Everything works great. I know you did everything in the agreement already, but I would like to see the project with the headlines in red. Do you think you could do that?"
"Gary:
That sounds like something worth looking at. It's technically not part of the original specs, but that's okay. If you will go ahead and close the contract, then I'll send you a version with that modification and you will be able to use whichever you prefer."
[Obviously if there is significant work involved, I won't just do it for free, but I would ask the client to close the current contract AND set up a new contract for the new work. But for something simple, I can use that as a way to motivate the client to close the contract.]

I'm having the same problem. I already sent all the files the client requested but there's no active milestone so I can't submitt and request payment and the client hasn't responded for a while...

Unfortunately there is nothing you can do because you worked without a funded milestone.
