Ensuring duplicate account was deleted

Hi Good Day!

 

As far as I could remember I deleted my old account last August 2017. How can I ensure that my old account was already deleted so to avoid duplication?

I thought that if somebody set up two accounts, that they had to revert to the first account, when they discovered their "mistake".
