Error Job not accessible from your location

Today I got this error on 2 jobs 'Access denied. Unfortunately, this job post is not accessible to users in your location.' 

I believe this is a returning bug that has previously impacted US jobs since normally non-local applicants should receive a message that their application will go at the bottom of the list. 

Moderators, what's the official stance on this?
