If a client puts the money in Escorw on a project-based job like show below:
And then never responds (not my case, but i really want to understand this). Is the money guaranteed to go at the freelancer or not? I mean you are submitting your work, they can take it and dissapear - is there any regulation about this?
P.S.: Please be human, don't answer me with links showing me TOR or anything else, i've seen them, im here because im expecting to speak to humans, for automated replies i would use google. Thanks in advance.

If 14 days pass after submission and the client doesn't respond, the money in Escrow gets released to the Freelancer. If the client does come back and requests changes, then the money stays in Escrow and the Freelancer has to resubmit.
