Facing issues in getting new projects

I have started my journey as a freelancer 2 years ago but I am facing issues in getting new projects. in last two years, i have got only 3 projects. Anyone kindly guides me for this.

And also do you apply for jobs regurlarly? If so are you sending a good cover letter?
