Failed to submit the skill

I would like to add Android Jetpack Compose skill to my profile. Right now it's not on the list of supported, and when I try to suggest it, I get the message "Failed to submit the skill. Please try again later". The network inspection shows a 401 Unauthorized error.

I have been trying again for several days. 

Result is the same when trying both from Chrome and Safari.
