Financial transaction set to limited

It's almost 4 months and did not get any proper solution .My profile's financial transaction set to limited.Always upwork's team member told me the charge back team will contact me but unfortunately nobody contact me from last 3 months.So what I'll do now? If a process needs 5 to 6 months to complete then how a freelancer can work and also what about the career about the freelancer!
