Financial transactions for M.C have been limited. But I don't now why.

So I received a message form upwork that on my account financial transactions are been limited. But I don't know why? I tried to contact Upwork but that was not possible.

So here is the problem:
- I worked more then 20 hours and earned my money with my work but I can't withdraw if I want.

Can anyone help?
