I get this notice on thre top of my Upwork pages:

I am not sure why is that and there are a few possible reasons:
1. my PayPal account is suspended because I need to provide additional info
2. I did submit a few more proposals
3. maybe I did login with my email instead of my Upworks username so that might confuse Upwork's security system.
I did not receive any email from Upwork (not even spam folder). Last one that I did receive was some benign email about closed project that I was applied.
For 1. it would be stranege because I do not have nothing to pay (my Upwork saldo is +$50) and I am now in the middle of my monthly membership.
For 2. it's only a few more proposals, nothing more than ussual.
Can anybody help?
I did remove PayPal account from my billing methods and added credit card, but no luck. Should I wait for some time so that can be processed or should I instantiate some action?
