Is this really the "helpdesk"? I have the message in my account:

Financial transactions for Brian **Edited for Community Guidelines** (8417128) have been limited

I don't owe any fees and my paypal details are correct. How do I fix this? 

I haven't logged in for about 6 months since i became disillusioned at the low standard of worker I was finding on this platform.
