Financial transactions have been limited

I have an email with a ticket dated mid 2017, obviously it is very old and has been closed... as of now, I am back and want to solve the issue, it seems to be related to my "pay into" bank account not matching my name... if a new ticket can be issued, I will be able to resolve this.
