Financial transactions have been limited

Hi,

Financial transactions have been limited for me (25686043) .

I haven't received any email explaining the reason of the "block", but I checked the troubleshooting page, and It was said that It may be solved by adding another payment method. 
Done that, this block is still active.

What could I do?
