Good question. I've also wanted to do this many times. But I think it's good that we can't, and the reason is, that it would lead to clients basically being harrassed by freelancers following up with them too much. I think that if you withdraw your proposal, you can then submit a new one and amend it then. Not positive about that though.

Because some FLs would hound the daylights out of clients and drive them from the platform. It's a global platform built to accommodate the full range of clients and FLs, meaning it has to account for the lowest stratum -- least experienced, least business-savvy, least scrupulous. Those of us who are not any of that just have to find ways to navigate it to our own benefit.

Good question, that is why it is advisable for you to take your time to write your cover letter before submitting it. Don't rush to just submit a proposal, but take your time, study the job description, and write as much as you can to write a proposal for that job, then check for errors before submitting.
