I read the same issue on an Upwork discussion, they have been testing the possibilities of this option (or something else 🤔) by sending both clients and freelancer about new milestones, and even if I didn't get any notification like this, I can say its completely annoying useless reminder, because as a freelancer I know what my client needed and when it is needed and how it is can be done.
This notification will make the client - freelancer relationship worse.
