Freelancer contracting other freelancer services?

I am fairly new here and would like to find information pertaining to freelancers being able to post jobs.  There are certain aspects to my jobs where I am not best suited and feel that being able to hire someone else for that particular aspect would be beneficial for me and the client. 

As a freelancer, I have no option to 'post a job' available.

Please advise.
